Synopsis: The Silver Surfer finds himself in the Great Refuge, harried by a foursome of Inhumans. He fights off Aerio, Stallior, Timberious and Leonus, sending them scurrying to their lord, Maximus, who merely wanted them to stir up the Surfer so he would lash out against Black Bolt.
The Surfer finds his way to the great city, where Black Bolt had hoped to greet his visitor in peace, but an overly wary Medusa and Karnak preempt this by assaulting the Surfer, knocking him out. Black Bolt is very upset with them, but is forced to go face an emboldened Maximus, who knows that soon Silver Surfer will provide a great distraction for him.
The Surfer awakens and fights back against Triton, Medusa, Karnak and Gorgon, but in the midst of their fight, Maximus' legions have begun to attack, and Black Bolt's royal consort takes battle stations to fight against him. The Surfer takes advantage of this respite to get his board back, but has to tear it out of Lockjaw's maw. Trying to escape from the madness of the Great Refuge, he is constantly besieged by Inhumans who believe he is one of Maximus' spies.
His fury builds until he realizes that there is no place on Earth that will not enact violence against him, and the Surfer bellows out his new mission in life: to fight back with a vengeance against an Earth that only seems to know violence!
