Cap calls together an emergency meeting to fill in his teammates that he has spotted the Enchantress and the Executioner. As they formulate a battle plan to fight the enemies, they hear a great noise outside. When they check it out, they see Rick Jones floating up high in the air towards a plane. Iron Man and Thor give chase, but the plane drops a concussion bomb at them, knocking them back. Giant-Man tosses Cap's shield at the plane that kidnaped Rick, but the plane has a force field which knocks it away. Inside the plane, Zemo's men have Rick in their clutches, but little do they know the Wasp is along for the ride!
Down on the ground, Iron Man calls on Tony Stark's new XL-750 Hunter Rocket Plane, which they will use to follow the enemy plane. At a local jail, the Melter and the Black Knight sit and rot in their jail cell, but suddenly, they are sprung by the Enchantress and the Executioner, who bring with them the Black Knight's horse and lance. They tell the two villains that Zemo wants them to attack the Avengers plane. The Black Knight sends his lance's buzz-saw blade towards the plane, but Thor leaps out and smashes it with his hammer. As they continue to fight, the Melter attacks Iron Man, and manages to trap Iron Man on the roof of a building with his melting ray. Giant-Man and the Wasp locate the Executioner and the Enchantress and take the battle to them.
As Cap pilots the Stark rocket plane, he realizes that only Zemo could have orchestrated this attack. He heads immediately down to the Amazon, where he is fired on by Zemo's artillery. He spots Rick held captive in a cage and fires at it, breaking the glass cage wide open, freeing him.
Back in New York, the fight between the Avengers and the rest of the Masters of Evil continues, leading to a final showdown in the middle of the crowded city streets, neither side backing down. In the Amazon, Cap makes sure Rick is okay, then presses his attack against Zemo. He races at him with his shield held high, and Zemo fires his ray gun at Cap, with the blast being deflected above and hitting the side of the hill, causing a massive rockslide which completely covers him. Zemo lays there, dead, and Captain America has finally avenged the death of Bucky.
